據(jù)外媒倫敦6月20日消息，烏干達(dá)和坦桑尼亞政府正試圖快速開發(fā)投資40億美元的輸油管道，這條管道將連接內(nèi)陸國(guó)家烏干達(dá)與海外市場(chǎng)，但項(xiàng)目建設(shè)無(wú)法在最初計(jì)劃的8月份啟動(dòng)。

該管線將成為東非首條主要的輸油管道。去年3月份，坦桑尼亞官員稱將于8月份開工建設(shè)這條通過(guò)坦桑尼亞長(zhǎng)達(dá)900英里的輸油管道，但是投資該管線的企業(yè)稱這一目標(biāo)并不現(xiàn)實(shí)。

不過(guò)業(yè)內(nèi)官員稱，兩國(guó)政府在項(xiàng)目建設(shè)準(zhǔn)備工作方面已經(jīng)取得了不少的進(jìn)展;這條管道將把烏干達(dá)的原油輸送至坦桑尼亞的印度洋港口坦噶。

法國(guó)石油巨頭道達(dá)爾、英國(guó)圖洛石油公司和中國(guó)海洋石油有限公司是烏干達(dá)油田的三家開發(fā)商，預(yù)計(jì)三家公司都將投資于烏干達(dá)輸油管道，預(yù)計(jì)這條管線的日輸油量為20萬(wàn)桶。

道達(dá)爾和圖洛石油公司的管理人士稱，在缺乏官方開發(fā)計(jì)劃的情況下，項(xiàng)目目前還沒(méi)有明確的開工日期。

Tanzania, Uganda $4 Billion Oil-Pipeline Timetable Slips

LONDON--The Ugandan and Tanzanian governments are trying to fast-track a $4 billion oil pipeline that would connect landlocked Uganda to foreign markets even though construction won't start in August as they originally indicated.

The companies behind what could be East Africa's first major oil pipeline believe the August start-date that Tanzanian officials gave last March for work on the 900-mile pipeline through Tanzania is unrealistic.

But the governments have made more progress in preparing the way for construction to start on the project that would transport Ugandan crude to the Tanzanian port of Tanga on the Indian Ocean, industry officials said.

French oil giant Total SA, the UK-based Tullow Oil and Chinese state-owned oil company Cnooc Ltd. are the three firms developing Uganda's oil fields and all three companies are expected to invest in the Ugandan pipeline which will have an estimated capacity of 200,000 barrels a day.

For now, there is no definitive start date for construction in the absence of an official development plan, Total and Tullow officials said.
